<div><b>NIH PROPOSAL WOULD FREE UP FUNDED RESEARCH</b></div>

WASHINGTON -- The National Institutes of
Health has proposed a major policy<br>
change that would require all scientists who receive funding from
the<br>
agency to make the results of their research available to the public
for</div>
<div>free.<br>
The proposal, posted on the agency's Web site late Friday
and subject to a<br>
60-day public comment period, would mark a significant departure
from<br>
current practice, in which scientific journals that publish those
results</div>
<div>retain control over that information.<br>
Subscriptions to those journals can run into
the thousands of dollars.<br>
Nonsubscribers typically pay about $30 for each individual article -
fees<br>
that can quickly add up. Although patient advocacy groups and
other<br>
organizations have been lobbying hard for the proposed shift, the<br>
scientific publishing industry and related interests are crying foul.
The<br>
move could drive some journals out of business, they say, and bankrupt
some<br>
scientific societies that are dependent on journal profits to fulfill
their<br>
research and education missions.<br>

<div><b>EXTINCTION MAY HAVE TRICKLE-DOWN EFFECT</b></div>

WASHINGTON - Conservationists concerned about the extinction of plants
and<br>
animals may be overlooking the danger to thousands of other species
that</div>
<div>depend on the threatened ones.<br>
A team of researchers led by Lian Pin Koh of the National
University of<br>
Singapore studied about 12,200 plants and animals considered
threatened or<br>
endangered, and calculated that an additional 6,300 dependent
insects,<br>
mites, fungi and other species could be considered endangered as
a</div>
<div>consequence.<br>
"What we found is that with the extinction of
a bird, or a mammal or a<br>
plant, you aren't just necessarily wiping out just one, single
species.<br>
We're also allowing all these unsung dependent species to be wiped out
as<br>
well," one member of the team, Heather Proctor of the University
of<br>
Alberta, in Canada, said in a statement.</div>
